3. QUALITY ASSURANCE:
A. Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
B. Sampling. Samples shall be selected for inspection in accordance with MIL-STD-105, using the plans described in table I. A lot shall consist of a number of sample units manufactured by the same process from the same components at the same time. Random samples shall be drawn from each lot for the end item inspection. Unless otherwise specified, each lot shall be tested.

C. Testing.
(1). Performance Test. Using bond paper with a basis weight of 75 g/m2 (20-lbm based on 17” x 22”-500 sheets), this test shall demonstrate the capability of each stapler to consistently clinch 20 sheets using Size A staples: 60 sheets using Size B staples; and 100 sheets using the Size C staples. All the staples used for testing shall conform to CID A-A-2707. For each staple size, the stapling operation shall be done 50 times. Each stapler shall therefore perform a total of 150 operations. For each 150 stapling operations, at least 135 operations shall provide a standard clinch and conform to the requirements set in paragraph 2.C. herein.
