B. Materials. Staple drivers shall be made of spring steel containing not less than 0.6% carbon, and hardened equally over the whole length to an equivalent of not less than 48HRC, when tested throughout or case hardened steel with thickness of the case not less than 0.20 mm (0.008”), and shall be not less than 85 (15-N-85) Rockwell Superficial when tested as specified in 3.C.(2). Springs shall be made of spring steel containing not less than 0.6% carbon and be heat treated to sufficient hardness to provide the necessary spring properties for satisfactory functioning of the staplers. Hinge pins, follow block, bearings, plungers and channels shall be made from a commercially acceptable corrosion resistant metal. Individual parts shall be anodized, plated, painted or subjected to a bluing process, whichever commercially appropriate for the specific function of the part. The striking surface of the handles shall be made of suitable material for the purpose intended. If plastic material or hard rubber is used, it shall have toughness, resiliency, and the ability to withstand shock. Contractor shall provide certificate of compliance for corrosion resistance on all metal parts used in the construction of the stapler upon request by the Government.
C. Performance Test. The stapler shall not exhibit any evidence of jamming or malfunction, when tested as specified in 3.C.(1). After each stapling operation, the base of the vertical chute shall automatically return to its proper position which shall be 12.7-19.1 mm (0.50-0.75)” above the top of the anvil. After testing, the stapler shall not exhibit evidence of deformity, including but not limited to cracking, bending, loosened parts, warping, or visible stress marks, or any type of wear which affects operation.
D. Workmanship. The frame and all movable parts (whether metal or plastic) shall be free of defects, including but not limited to, burrs, niches, dents, rough or sharp edges, scratches, blisters, crinkling, imbedded foreign matter, discoloration or any other imperfections which might impair serviceability and adversely affect the appearance, or which might constitute a personal hazard to the user. Any fasteners, rivets or pins used in the assembly of the stapler shall be set in accordance with normal commercial practice and shall exhibit a firmly tightened, flush seating. The follow-block, driver, or other moving parts shall not exhibit any sticking or binding when used in the normal stapling mode.
