3.6 Effect On Applicator. The applicator shall not be adversely affected by the contents. The brush type applicator shall be securely attached to the cap of the bottle. The other types shall be securely attached to the bottle.
3.7 Workmanship. The bottles, cans, and brushes shall be in accordance with the manufacturer best commercial practice and shall have no defects that affect serviceability or appearance. The bottles, caps, and brushes shall not be damaged (cracked, bent, defective brushes etc.) nor have stripped screw threads. The caps shall fit snugly when tightened with moderate hand applied force, and shall not be damaged by such action. The ink containers shall not show any signs of leakage or free homogeneous liquids, lumps, strings and objectionable odors.
3.8 Shelf Life. The ink shall meet all the requirements of this specification from the time of delivery to a minimum of 24 months in storage under normal conditions and shall replace any item not meeting this requirement.
4. Regulatory Requirements:
The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4.1 Toxicity. The use of benzene or carbon tetrachloride solvents and any known carcinogens as ingredients are prohibited. Trace amounts of benzene derivatives present in commercial grades of acceptable aromatics are permissible. Inks shall contain no chlorinated compounds or other toxic hydrolysable chlorine derivatives. Use of any substance must be in accordance with all applicable federals statutes.
4.2 Labeling. Stamp pad ink containers shall be labeled to comply with the “Federal Hazardous Substances Act Regulations”, 16 Code of Federal Regulations Part 1500.
4.3 Material Safety Data Sheets. Safety data sheets shall be furnished in accordance with Fed-Std-313. The pertinent government mailing addresses for submission of data are listed in appendix B of Fed-Std-313.
5. Quality Assurance Requirements:
5.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and therefore as may be otherwise provided for under the provisions of the contract.
