3. Boxes shall have all surfaces coated with finishing enamel. The coating shall be smooth and uniform without runs, wrinkles, cracks, grit, blisters, lumps, areas with no film or areas with thin film, using a 2H pencil, there shall be no evidence of exposed metal when the coating is tested as specified in ASTM D 3363.
4. Boxes shall not mar the surface on which it rests.
5. Workmanship. The box shall be free from any defects which affect appearance, serviceability or present a hazard to the end user.

D. REGULATORY REQUIREMENTS
In accordance with section 23.403 of the Federal Acquisition Regulations, the Government’s policy is is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements of exposing suppliers employees to undue hazards from the recovered materials.
E. QUALITY ASSURANCE PROVISIONS
1. Contractor Certification. The contractor shall certify the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
