3.5 The locking device shall be located on the trimmer so that it cannot fail or be pushed under the blade and shall not in any way constitute a hazard to the use. It shall have strong durable springs located in a manner which will preclude injury to the operator should breakage occur.
3.6 The trimmers shall be designed so that the movable blade shall not fall from the raised position under its own weight, have a mechanism for adjusting the contact between blades, have all wood, plywood, and particle board surfaces protected by enamel, paint, shellac, varnish, or lacquer.
3.7 The trimmers shall have a red colored safety guard placed along the stationary blade. The safety guard shall prevent the operator from cutting or injuring their fingers when using the trimmer. The handle shall be no shorter than 101.6 mm (4 inches) to allow for a secure, safe grasp, while in use and to ensure for the proper functioning of the trimmer in accordance with the prescribed performance requirements.
3.8 The trimmer shall have a ruling guide located across the top front, perpendicular to the movable blade. The ruling guide shall be graduated in 2.54 cm (inches). 1.27 cm (1/2 inch), 6.35 mm (1/4 inch) and 3.18 mm (1/8 inch) measuring shall be accurate + 008 mm (+ 030 inch).
3.9 Trimmers shall be permanently marked with the manufacturer’s name or trademark according to standard commercial practice. Placement of these permanent markings shall be at the option of the manufacturer, provided they are prominently displayed.
3.10 Plastic, if used as a cutting blade materials, shall be in compliance with UL Standard 94 HB, Certification of compliance shall be maintained by the contractor and shall be supplied to the Government, upon request.
3.11 Corrosion Resistance. All metal parts shall be resistant to corrosion. The metal cutting surface of the table, however, shall be anodized, plated, finished with baked enamel, or subjected to a bluing process. The ground blade edge (only) shall not be required to exhibit corrosion resistant treatment. Contractor shall provide a manufacturer’s chemical certification of corrosion resistance upon request by the Government.
3.12 Workmanship. Except for the edges of the cutting blades, the trimmer shall be free of sharp edges. The trimmer shall also be free of any defects which affect appearance or impair serviceability (including but not limited to superfluous coating of any kind, burrs, scratches, or discoloration). Also, the trimmer shall not exhibit evidence of deformity (including, but not limited to cracking, warping, or visible stress marks) after testing as prescribed in Paragraph 4.3 and 4.4. Minor color present as result of recycled polystyrene plastic will be acceptable.
