5.1.4 An inspection lot shall consist of all like items submitted for inspection at one time. The inspection level for visual and dimensional defects shall be S-1 with an AQL of 4.0 percent defective. The inspection level for performance testing shall be S-4 with an AQL of 4.0 percent defective. The supplier must provide objective evidence (tests and inspection records) that the represented materials meet the requirements of the sampling plan as indicated above.
5.2 Performance Tests: Unless otherwise specified, the tests shall be conducted in atmosphere of 23oC + 1.1oC (73.5oF + 2oF).
5.2.1 Point Breaking Strength. The core point strength shall be conducted using a platform scale, the platform scale of which is smooth, and any suitable holding device which will maintain the pencil at a 45o angle to the platform and will permit uniform downward pressure of the pencil. Pencils shall have a square-cut, unsharpened tip extending 17.5 mm + 4 mm (0.687 inches + 0.062 inch) from the lowest point of the paper wrap. The pencil shall extend 3.2 cm to 3.8 cm (1.250 inches to 1.5 inches) beneath the holder and shall touch the platform. Exert uniform downward pressure and take reading at instant of breaking.
5.2.2 Legibility. Determine legibility and stability by inscribing six 12.7 mm (0.50 inch high letters and numbers on the side of a glass beaker. Place the beaker in an oven at 300 degrees + 5oF for 1 hour. Remove from oven, allow to cool to room temperature, and examine. Core marking shall be clearly legible, with no visible color change.
5.2.3 Marking Characteristics. Determine acceptability of marking characteristics by drawing straight lines and zigzag marks consisting of short straight lines forming sharp angles on the following glossy surface materials: glass, aluminium, cellulose acetate tape, and glazed white porcelain. Examine markings for chips and crumbs, and pencil core slippage.

6.1 Preservation, packing, and marking shall be specified in the contract or order.
