2.7 Shall dispense tape freely without binding against any part of the dispenser body and shall cut without wrinkling and tearing unevenly.
2.8 Be marked in a legible and permanent manner with the manufacturer’s name and/or trademark.
29. 2.9 Wormanship. Except for the cutting edge of the blade, the tape shall be free of sharp edges. Any fasteners or pins shall be set in accordance with normal commercial practice, including but not limited to, exhibiting firmly tightened, flush seating. The tape dispenser body (whether metal or plastic) shall be free of any effects which will impair serviceability and adversely affect the appearance of which might constitute a personal hazard to the user. The tape dispensers shall not exhibit evidence of deformity, including, but not limited to cracking, bending, loosened parts, warping, or visible stress marks.
2.10 Corrosion Resistance. Except for the actual cutting edge of the blade, all metal parts shall be resistant to corrosion. Individual parts shall be either corrosion resistant stainless steel or steel that is anodized, plated, finished with baked enamel, subjected to a bluing process, or whatever is commercially appropriate for the specific function of the part. The contractor shall provide a manufacturer’s chemical certification of corrosion resistance upon request by the Government.
3. REGULATORY REQUIREMENTS: The offeror/contractor is encouraged to use recovered material in accordance with paragraph 23-403 of the Federal Acquisition Regulation (FAR)
4. QUALITY ASSURANCE PROVISIONS:
4.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to the first delivery and thereafter as maybe otherwise provided for under the provisions of the contract.
4.2 Inspection & Sampling. Suppliers are encouraged to use quality control (QC) techniques that exhibit control over their processes (e.g (Statistical Process Control) SPC techniques) as defined in American National Standards Institute (ANSI)Z1.1, Z1.2 and Z1.3/ American Society for Quality Control (ASQC) B1, B2 and B3 that systematically reduce excess variations. Objective evidence shall be available that demonstrates overall measurement, adequacy techniques and controls. These techniques shall ensure quality levels equal to, or greater than, those cited in applicable technical document or herein.
End item inspection/testing may be used by the offeror or the Government representative test, as a means to determine the effectiveness of the process quality controls in process controls shall be not substituted for end item performance testing.
For those characteristics for which there are no such controls, or for end item performance test, lot by lot sampling for inspection/test shall be required. Sampling shall be in accordance with (ANSI)/(ASQC)Z!.4. An inspection lot shall consist of all like items submitted for inspection at one time. The sample unit shall be one tape dispenser. The inspection level shall be S-3 with an AQL of 4% defective for visual, dimensional and workmanship.
