3.2.2 Type II mechanical pencils shall have the clutch mechanism activated by pressing the push button located on the side of the barrel near the point of the pencil.
3.3 The lead holding device (clutch) shall grip the lead firmly, without breaking, so that the lead does not turn of or slip into our out of the holder. The pencil shall be capable of dispensing the specified lead size.
3.4 Leads shall not fail from the lead holder when the advancement mechanism is activated such that the lead when reduced to a length of as small as 16mm (5/8 inch) with sleeve extended will continue to be retained in the mechanical pencil.
3.5 Spare lead shall feed automatically as the lead advancement mechanism is activated. Each pencil shall be furnished with a minimum of three leads of HB hardness. The leads shall be at least 60 mm in length with a + 2mm in length tolerance.
3.6 The pencil shall have a replaceable eraser where the pencil is specifically designed to accommodate replacement of lead refills. Alternately, disposable mechanical pencils shall be fitted with a non-replaceable eraser. Erasers shall be in accordance with Commercial Item Description A-A-132 and shall be a pencil type suitable for cleanly erasing lead markings without crumbling or breaking.
3.7 The nose (tip) shall be removable without the aid of special tools.
3.8 Workmanship. Lead holders shall be securely assembled so that parts do not become loose or displaced and shall be free from defects or imperfections which may adversely affect appearance or serviceability.
4. Regulatory Requirements:
“The offeror/contractor is encouraged to use recovered materials in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4.1 Toxicity. Use of any toxic substance must be in accordance with all applicable federal statutes. The use of any known carcinogens as ingredients is prohibited. The harmful substances shall be defined as the poison and injurious substances as designated in Fed.Std.313. The vendor shall prepare a certification that the pencil conforms to the above requirements.
4.2 Material Safety Data Sheets. Safety data shall be furnished in accordance with Fed.Std.313. The pertinent government mailing addresses for submission of data are listed in appendix B of the manual.
