Instructions. Included with the dispenser shall be operating and servicing instructions.
Identification marking. Each dispenser shall be marked in a legible and permanent manner with the manufacturer’s name or trademark.
Workmanship. The dispenser shall be sturdily constructed and free from any defects that may affect its serviceability or appearance. The dispenser shall have feet or a base to protect work surfaces and provide lateral stability. Component parts shall be easily accessible; those contacting water shall be corrosion resistant. The dispenser shall meet the applicable requirements or UL 114.
The following products meet the minimum criterion of acceptability.
(a) Marsh Stencil Machine Company- Model 3D Dial Taper.
(b) Better Packages- Model Better Pack 555.
(c) Ideal Stencil Machine Company- Model Idealogic/3.
Sampling. A random shall be taken from each lot in accordance with MIL-STD-105 at inspection Level I and Acceptable Quality Level 4.0 percent defective.

Workmanship
Performance test. A full roll of tape with the maximum width shall be dispensed at the maximum length setting. The dispenser shall be operated at a minimum rate of 30.0 inches per second for 5.0 seconds.
Length selection test. The dispenser shall be set for a measured length at which two lengths of tape shall be dispensed. For four different settings, the second length at each setting shall be within + 3/4 inch of the specified setting.
Failure of the performance and length selection tests shall be cause for rejection.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
