3.2.4 Mounting. The base shall be provided with a minimum of three screw holes and three screws. The base shall be flat over not less than two-thirds its area, so that the sharpener can be mounted on a desk or table top by means of a C-clamp.
3.2.5 Aperture Plate. Sharpeners shall be furnished with a variable aperture plate. The openings shall be regulated by means of a perforated rotating disk or sliding or hinged perforated plate which shall be equipped wih a locking device to hold the disk firmly in place with each change in aperture. Sharpeners shall accommodate pencils from .635 cm to 1.111 cm (.250 inches to .4375 inches) in diameter. Aperture plate shall have a minimum of six openings.
3.2.6 C-Clamp & Base. The C-clamp and base shall be made of cold-rolled steel with a Rockwell B hardness of 70 + 10 and shall be finished in accordance with standard commercial practice. The clamp shall be .238 cm (.093 inches) thick, 5.318 cm + .317 cm (2.093 inches) + (125 inches) long, 2.778 cm (1-3/8 inches) wide and have a throat depth of 3.175 cm + 6.35 cm (1-1/4 inches + 1/4 inches). The threadded thumbscrew or eyebolt screw shall be 5.318 cm + 317 cm (2-3/8 inches + 1/8 inches) long with a foot attached. The foot shall not be less than 127 cm + 158 cm (1/2 inches) + (1/16 inches) in diameter. The C-clamp shall have a minimum opening of 5 cm (1.97 inches).
3.3 Identification Marking. Each sharpener shall be marked with the manufacturer’s name or trademark in accordance with standard commercial practice.
3.4 Workmanship. The sharpener and parts shall be well made, smoothly finished and all moving parts shall function satisfactorily. The sharpener shall have no defects that affect serviceability or appearance.
4. Regulatory Requirement: The offeror/contractor is encouraged to use recovered materials to the maximum extent practical, in accordance with Paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4.1 Certification. The contrator shall certify that if polystyrene is used in the manufacture of the item. It shall contain a minimum of 25 percent Postconsumer Recovered Materials in accordance with the 40 Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials, final rule. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provision of the contract.
