2.5 Screw eye. The screw eye shall be of steel and shall have a bright plated finish. The inside diameter of the screw eye shall be not less than 6.35 mm (1/4 inch).
2.6 Finish. The wooden rod shall have a clear coating of shellac, varnish or lacquer. All surfaces of the pointer shall have a smooth uniform finish.
2.7 Workmanship. Pointer securely assembled so that parts do not become loose or displaced and shall be free from defects or imperfections which may adversely affect appearance or serviceability.
3. Regulatory Requirements:
The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4. Quality Assurance Provisions:
4.1 Contractor Certification. The contractor shall certify and maintain substantial evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, standards, specifications, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as provided for under the provisions of the contract.
4.2 Examination and Testing
4.2.1 Suppliers are encouraged to use quality control (QC) techniques that exhibits control over their processes (e.g. Statistical Process Controls (SPC) techniques) as defined in the American National Standards Institute (ANSI) Z1.1, Z1.2 and Z1.3/ American Society for Quality Control (ASQC) B.1, B.2 and B.3 that systematically reduces excess variations. If used, objective evidence shall be available that demonstrates overall measurement adequacy techniques and controls. These techniques shall ensure quality levels equal to, or greater than, those cited in the applicable technical document or herein. For those product characteristics which are controlled by such a method, requirements for visual and dimensional sampling inspection may be considered to have been met.
4.2.2 End item inspection may be used by the offeror, or the Government representative, as a means to determine the effectiveness of the in-process quality controls. In-process controls shall not be substituted for end item performance testing, unless it can be demonstrated that there exists a direct correlation between the process and product performance, such that the end item performance testing is obviated.
