4.2.3 For those characteristics for which there are no such controls, or for end item performance test, lot by lot sampling for inspection/test shall be required. Sampling shall be in accordance with the American National Standards Institute (ANSI)/American Society for Quality Control (ASQC) Z1.4, Sampling Procedures and Tables for Inspection by Attributes.
4.2.4 An inspection lot shall consist of all like items submitted for inspection at one time. The inspection level for visual and dimensional sampling shall be S-2 with an AQL of 4.0 percent defective. The inspection level for performance characteristics testing shall be S-2 with an AQL of 2.5 percent defective. The supplier must provide objective evidence (tests and inspection records) that the presented material meets the requirements of the sampling plan as indicated above.
4.3 Performance Testing:
4.3.1 Breaking Strength: Wax lead and mechanical pencil in accordance with this commercial item description, shall be placed in a rigid holding block set to maintain a constant angle of 45o - 50o between the pencil and the platform. The pencil shall extend beyond the underside of the block 31.75 mm to 38.10 mm (1 1/4 to 1 1/2 inches), measured along the pencil to the end of the prepared end. The scale platform shall be smooth and shall offer no resistance to the point moving across its surface. Pressure shall be applied by pushing the rod, which holds the block, down gradually and uniformly in order to avoid variations and shock. Readings shall be taken at the instant of breaking, provided the breaking point is definite. A slow, mushy deformation or crumbling shall be considered as a break with the reading to be taken as nearly as possible to the point where this type of failure begins. The breaking strength shall be based on the average of all subjected to not less than four tests. All leads being tested and all pencils being used as holding devices shall be held at a temperature of not less than 23o +1.1oC (73.5o + 2oF) relative humidity 50 + 4% for a minimum of 12 hours preceding the test.
5. Packaging:
5.1 Preservation, packing and marking shall be as specified in the contract or order.
