3.4 The barrel shall be formed in accordance with commercial practice.
3.5 The mechanism and point shall hold the lead firmly, without breaking, so that the lead does not turn or slip into or out of the pencil. The pencil shall be capable of dispersing the specified lead size.
3.6 Lead shall not fall free from the pencil such that the lead when reduce to a length of 7 mm shall continue to be retained in the pencil.
3.7 Manufacturer’s name / Trademark, and point size shall be exhibited on the pencil. Placement of these markings shall be at the option of the manufacturer, provided that they are prominently legible.
3.8 Type I pencils shall contain three leads and type II pencils shall contain one lead. The lead shall be 100 mm ± 2 mm in length.
3.9 Eraser shall be made in accordance with Commercial Item Description A-A-132 item number 5 and shall be a pencil type suitable for cleanly erasing lead markings without crumbling or breaking. Due to the wax in the colored leads does not apply.
3.10 Workmanship: Mechanical pencil shall be securely assembled so that parts do not become loose or displaced and shall be free from defects or imperfections which may adversely affect appearance or serviceability.
4. Regulatory Requirements:
“The offerer/contractor is encouraged to use recovered materials in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).”
4.1 Toxicity. Use of any toxic substance must be in accordance with all applicable federal statutes. The use of any known carcinogens as ingredients is prohibited. The harmful substances shall be defined as the poison and injurious substances as designated in Fed.Std.313. The Vendor shall prepare a certification that the pencil conforms to the above requirements.
4.2 Material Safety Data sheets. Safety data sheets shall be furnished in accordance with Fed.Std.313. The pertinent government mailing addresses for submission of data are listed in appendix B of Fed.Std.313.
4.3 Labeling. Containers shall be labeled to comply with the “Federal Hazardous Substances Act Regulations”, 16 Code of Federal Regulations, Part 1500.
