3.3 Manufacturer’s name, trademark, writing point size or current commercial pen marking shall be exhibited on the pen. Placement of these permanent markings shall be at the option of the manufacturer, provided they are prominently displayed.
3.4 Pens shall write smoothly by hand, while producing a legibly and permanent line. The line shall be reproducible by office copy machines which employ a visible light source in the reproduction process (xerographic).
3.5 Shelf Life. Pens shall have a minimum shelf life of eighteen (18) months after delivery and shall be capable of withstanding normal usage and handling and pass the performance characteristics tests as outlined in paragraph 5.4.
3.6 Workmanship. Pens shall be securely assembled so that parts do not become loose or displaced and shall be free from defects and imperfections which may adversely affect appearance, serviceability, and durability.
3.7 Ink Cartridge. Type I cartridge shall write a minimum distance of 750 meters (2460 feet). Type II cartridge shall write a minimum distance of 900 meters (2952 feet). The ink cartridges shall conform to the performance characteristics tests as outlined in paragraph 5.4.
4. Regulatory Requirements: The offeror/contractor is encouraged to use recovered materials to the maximum extent practical, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. Quality Assurance Requirements:
5.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
5.2 Responsibility For Inspection. Unless otherwise specified in the contract or purchase order. The supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified, the supplier shall utilize his own facilities or any commercial laboratory acceptable the government. The government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
