3. QUALITY ASSURANCE:

A. Responsibility for Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.

B. Sampling. Samples shall be selected for inspection in accordance with MIL-STD-105, using the plans described in Table I. A lot shall consist of a number of sample units manufactured by the same process from the same components at the same time. Random sample shall be drawn from each lot for the end item inspection. Unless otherwise specified, every lot shall be tested.

C.  Testing.

(1). Performance Test. The performance test shall be performed on each lot. Using the bond paper with the basis weight of 75g/m² (20-lb_m, 17” x 22” – 500), this test shall demonstrate the capability of each stapler to consistently clinch the paper sheets when using staples conforming to CID A-A-1019, Class A. The stapler shall form a standard clinch using 2, 6, and 20 sheets. Each stapling operation shall be done 20 times with each set of sheets. For each test, at least 95% operations shall provide a clinch an comply with the requirements set forth in paragraph 2.C herein, in order to pass the test.

(2). Hardness test. Rockwell hardness shall be tested as specified in ASTM E 18. Certificates of compliance are acceptable.
