4.2.2 End item inspection/testing may be used by the offerer
or the Government representative, as a means to determine the effectiveness of
the in process quality controls. While in process controls shall not be
substituted for end item performance testing they be used in determining visual
and dimensional criteria.
4.2.3 For those characteristics for which there are no such controls, or for
end item performance test, lot by lot sampling for inspection/ test shall be
required. The sample unit shall be one marker. Sampling shall be in accordance
with the American National Standards institute (ANSI)/Inspection by Attributes.
4.2.4 An inspection lot shall consist of all like items submitted for
inspection at one time. The inspection level for visual and dimensional testing
shall be S-3 with an AQL of 4.0 percent defective. The inspection level for
performance characteristics testing shall be S-1 with an AQL of 6.5 percent
defective. The supplier must provide objective evidence (tests and inspection
records) that the presented material meets the requirements of the sampling
plan as indicated above.
4.3 Performance Characteristic Tests: Unless otherwise specified, the
tests shall be conducted in an atmosphere of 21oC ± 3oC
(64.5oF – 75.2oF) and at a relative humidity of 50% ± 5%
from the horizontal. Transparencies used in tests shall be of film material
having a high polish finish, with a nominal thickness of .13 mm (.005 inch).
The projector used shall be equipped with a six hundred (600) watt quartz
bromide or equal. Test paper shall be in accordance with A-A-2804A, type III
white bond paper having a pH of 5.0 and a basis weight of 60 grams per square
meter (7.6 kg. 17 x 22 – 500). A tolerance of 5% is allowable. Alternately,
paper conforming to JCP-O-60 can be used as an alternate source.
4.3.1 Drying Time & Fill. Place a transparency sheet smooth, flat
surface and partially cover with a sheet of paper. Write a five-letter word on
the exposed portion of the transparency, allow to dry 15 seconds. And
immediately draw the paper and weight across the writing at a rate of
approximately 101.6 mm (4 inches) per second. Neither the writing nor the paper
drawn across the transparency shall show evidence of smearing or smudging. The
markers reservoir shall be weighed with ink and then when empty. The fill shall
weigh between 1.5 – 2 grams of ink to comply with the minimum write out
distance.
4.3.2 Projectability. Write or print 4-5 words with marker on a
transparency in conformance with commercial item description A-A-2958. Place
the transparency on a projector as outlined in paragraph five (5) prepared and
project the words on a white screen approximately 2.5 mm (8.2 ft) away. The
projected markings on the screen shall be sharp and clear when observed from a
distance 6 m (19.5 – 20 ft) and shall be of the same color identified as the
markings on the transparency.
