2.6 All metal parts shall be corrosion resistant. Individual parts shall be either corrosion resistant stainless steel or anodized, plated, finished, with baked enamel, epoxy powder coated, subjected to a bluing process, or whatever is commercially appropriate for the specific function of the part.
2.7 Perforators shall meet test requirements as specified in paragraph 4.3. Handles and punches shall automatically return to the upward position after each punching operation under normal use. When the handle does not automatically return to the upright position, it can be retracted from the dies by pulling up on the handle. The contractor shall provide a manufacturer’s certification of corrosion resistance upon request by the Government.
2.8 Dimensions. Hole punches shall have 6.7 mm (263*) + 79 mm (.003”) or 10.32 mm (0.406”) + 79 mm (.003”) diameters, as specified. The distance from the edge of the material being punched to the center of the hole shall be not less than the diameter of the hole.
2.9 Workmanship. Except for the cutting edge of the punch, the perforator shall be free of sharp edges. The perforator shall be free of superfluous coating of any kind, burrs, scratches, cracks, discoloration, loosened parts, warping, or visible stress marks. The handle shall bind in use. The perforator shall not exhibit any evidence of deformity and shall be free of any defects which affect appearance or impairs serviceability.
3. Regulatory Requirements: The offeror/contractor is encouraged to use recovered material to the maximum extent practicable in accordance with Paragraph 23.403 of the Federal Acquisition Regulation (FAR).
Certification. The contractor shall certify that if polystyrene is used in the manufacture of the item, it shall contain a minimum of 25 percent Postconsumer Recovered Materials in accordance with the 40 Code of Federal Regulations Part 247, Comprehensive Guideline for Procurement of Products Containing Recovered Materials, final rule. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provision of the contract.
4. Quality Assurance Provision:
4.1 Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and therefore as may be otherwise provided for under the provisions of the contract.
