COMMERCIAL ITEM DESCRIPTION

PERFORATOR, PAPER, THREE HOLE, DESK

The General Services Administration has authorized the use of this commercial item description by all federal agencies.

1. Scope: This commercial item description covers perforators which are used for punching three or more holes simultaneously in paper.

2. Salient Characteristics:

2.1 Perforators shall have a base, punches, dies and plates, handle, punch operating shaft and springs made of a commercially acceptable metal. Perforators shall also have an adjustable extension guide, adjustable paper stop, locking device and receptacle.

2.2 The punch heads shall be removable and adjustable from 34.9 mm (1.4”) between the centers of two holes to not less than 20.8 cm (8.1”) between the centers of the two outermost holes. A permanent marking shall indicate the center of the punch of the head. Perforators shall have a spring loaded handle and punches. The handles shall be connected directly to the punches.

2.3 The base shall provide a stable platform for punching operations and be designed to prevent marring of the surface on which it rests. A mark indicating the midpoint between the two outermost punch locations and a scale which spans not less than 20.3 cm (8”), shall appear on the base.  A removable receptacle shall be attached to the base for collecting punched paper waste and be finished in beige, black, or gray color, as specified in the contract or ordering document.

2.4 Perforators shall have a paper guide which locks into place for common paper sizes, including, but not limited to 20.3 cm (8”), 20.8 cm (8.1”), 26.7 cm (10.5”) and 27.9 cm (11.1”).

2.5 Perforators shall be permanently marked with the manufacturer’s name or trademark. Placement of these permanent markings shall be at the option of the manufacturer, provided they are prominently displayed.
