COMMERCIAL ITEM DESCRIPTION
DISPENSER, PRESSURE-SENSITIVE ADHESIVE TAPE
(DESK TYPE)
The general Services Administration has authorized the use of this item description in lieu of Federal Specification GG-D-458.
This commercial item description covers desk top manually operated, pressure-sensitive adhesive tape dispensers for ¾ inch wide type.
Salient characteristics:
Capacity. The dispenser shall be capable of dispensing a single roll of tape with a width of up to and including ¾ inch, an outside roll diameter of up to and including 2-1/2 inches, and inner core diameter of 1 inch.
Base. Feet or a rubberized base shall be attached to the body bottom to protect the work surface and to provide lateral and slip resistance during operation.
Cutting edge. The tape cutting edge shall be a corrosion resistant; metal blade that is either serrated or corrugated. The blade shall be positioned and oriented in such a manner that the front face of the dispenser will not interface with the cutting operation. The blade shall be firmly attached to the dispenser body and guarded for operator protection. The dispenser shall have cutting force of not more than 3-1/2 pounds with no slippage of the tape on the tape holding platform.
Body. To permit the tape that is extended between the tape holding platform and the tape roll to be easily detached, a space of at least 5/8 inch in diameter shall be provided between the outer face of the tape roll, the dispenser body, and the tape holding platform.
Tape reel (drum). The tape dispenser shall be equipped with either a revolving reel of sufficient diameter to hold the tape roll securely during operation, or a non-revolving drum which permits the unhindered revolution of the tape roll around it. The tape reel or drum shall not be damaged or pulled out of its retaining slots by an outward pull load of 10 pounds applied at an angle of 30o above the horizon.
Stability. The dispenser shall not slide or tip before reaching an outward static pull load of 1 pound applied at an angle of 30o above the horizon. Tape dispensing shall be essentially a one-handed continuous operation.
Lifting. The dispenser base shall not lift more than ¼ inch off the work surface at any point before the dispenser reaches a downward pull load of 2 pounds applied at an angle of 60o below the horizontal and 10o to either side of the vertical plane drawn perpendicular to and through the center of the cutting blade.
Appearance. The dispenser shall be contemporarily designed and constructed with color and finish in accordance with the manufacturer’s standard commercial practice.
Workmanship. The dispenser shall be sturdily constructed and free of any defects that may affect its serviceability or appearance. Any metal surfaces of the dispenser body shall be protected by plating, painting, or any other equivalent finish. Exposed surfaces of the dispenser shall not have any protuberances that may subject the operator to injury during handling or use.
Performance. The tape shall dispense freely without binding against any part of the dispenser body, and shall cut without wrinkling or tearing unevenly.
Certification. The contractor shall certify the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
