Letters and numbers. Individual letters and numbers shall be 5 inch size. Four letters or numbers shall be placed on one sheet and shall be separated into 7 inch squares by perforations. Perforations shall allow positive detachment without tearing into the body of the stencil.
Traffic Signs. Traffic signs, stencil numbers 1 through 19, shall be as shown in figure 1. Each sign shall occupy the full size of the sheet. All parts shown in black on figure 1, except the ties, shall be cut out. Sizes of letters used on the various signs shall be as follows:

Letter spacing shall be not less than the width of a stroke or greater than twice the stroke width.
Lettering arrangement. On stencils 1, 4, 5, and 6, the letters shall be centered diagonally so that there is an equal space at the top and bottom of each sign. On stencils 7, 10, and 11, the letters shall be arranged in 2 lines with the remaining vertical space inside the border line distributed to 3 equal spaces. On stencil 7, the letter “N” in “TON” shall be directly below the letter “E” in “BRIDGE” to permit placing a number before “TON”. On stencil 8, the letters shall be arranged to provide not less than 11.25 inches of space below the word “SPEED”. On stencil 9, the words shall be separated to permit placing the arrow shown on stencil 19. On stencils 13, 14, 15, 16, and 17, the letters shall be arranged so that the spacing below will permit the arrow shown on stencil 19. On stencils 12 and 18, the two lines shall be separated by a dash, 0.50 inch by 8 inches, so that the space above will permit placing of a 5-inch character by the operator. On stencil 19, the arrow shall be centered on the stencil paper without a border line. All other signs, except numbers 1 and 5, shall have a 0.25 inch cutout (except the ties) with the inside area of stencil 16 inches square. On stencil 1 for “STOP”, the corners of the square shall be cut to form an octagon, with a 0.25 inch cutout border line, and a 0.25 inch border as shown. On stencil 5 for “RR”, the corners shall be cut out to form a circle with a 0.24 inch border line and a 0.25 inch margin as shown.
Workmanship. The stencils shall be clean. Cut outs shall be sharp with no ragged edges or tears, and corners shall be square. Perforations shall be spaced to permit easy separation without tearing.
