3.3 The point shall grip the lead firmly, without breaking so that lead does not turn or slip into or out of the pencil. The pencil shall be capable of dispensing the specified lead size and not fall free from the pencil such that the lead when reduced to length of 7 mm (.275 inch) shall continue to be retained within the pencil and shall be furnished with one lead of the appropriate size, color, and composition for each point. The leads shall be 34.5 ± 2 mm (1 .358 ± .078 inches) in length.
3.4 Type II mechanical pencils shall consist of a barrel which contains a lead holding (clutch) mechanism and chamber, pocket clip, replaceable eraser and spare lead chamber. The specified pencil shall operate by push button action to propel the lead in short, uniform increments to a usable length from the point, and shall operate smoothly and easily, without binding, bending breaking or other malfunctions.
3.5 The lead holding mechanism (clutch) shall grip the lead firmly, without breaking, so that lead does not turn or slip into or out of the pencil. The pencil shall be capable of dispensing the specified lead and not fall free from the pencil when the push button is depressed such that the lead when reduced to a length of as small as 10 mm will continue to be retained in the mechanical pencil.
3.6 Spare leads shall feed automatically as the lead is used. Each pencil shall be furnished with a minimum of four leads of H or HB hardness and erasers shall be made in accordance with commercial item description A-A- 132 and shall be a pencil type suitable for cleanly erasing lead markings without crumbling or breaking.
3.7 The leads furnished for the type I and II mechanical pencils shall be of the following colors: Black (graphite HB hardness), Blue (synthetic or clay), Red (synthetic or clay), or any one combination as specified in the contract or ordering document. The definitions of terms relating to the manufacture of the carbon and graphite leads shall be in accordance with ASTM C 709.
3.8 Manufacturer’s name / trademark, and point size shall be exhibited on the pencil. Placement of these markings shall be at the option of the manufacturer, provided that they are prominently legible.
3.9 Workmanship. Mechanical pencils shall be securely assembled so that parts do not become loose “or displaced and shall be flee from defects or imperfections which may adversely affect appearance or serviceability.
4. Regulatory Requirements: For all types the offerer/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
