COMMERCIAL ITEM DESCRIPTION
MOISTENER, PAPER SEALING, FOUNTAIN TYPE
The General Services Administration has authorized the use of this Commercial Item Description by all Federal Agencies.
1. Scope:
This description covers hand-held, fountain-type moisteners which are used for wetting gummed surfaces.
2. SALIENT CHARACTERISTICS:
Moisteners shall:
2.1 Consist of refillable water container with a removable cap, both made or commercially appropriate plastic. The removable cap shall have a minimum of one perforation and shall have a permanently attached, commercially appropriate sponge. The sponge shall allow for the even distribution of water over any gummed surface without leaking.
2.2 The moistening surface of the sponge shall be a minimum of 4.03 square centimeters (5/8 square inch).
2.3 Carry a minimum capacity of 14 milliliters (.47 fluid ounces) of water.
2.4 Be hand-held, pencil style and a minimum of 15.24 centimeters (6 inches) long.
2.5 Shall pass the performance test in section 4.
